字詞學習是小學語文教育的基礎，學生須在小學階段，掌握基本量數的字詞，然後透過讀和寫，不斷積累、運用，豐富語匯，促進學習。為配合香港小學字詞教學，在課程中作出字詞的學習規畫，供教師、家長，以至文化教育工作者參考，對學與教都有助益。
語言是約定俗成的結果。香港屬粵語地區，粵語本身已保留不少古語，加上中西文化薈萃，新事物不斷湧現，使香港的語言在漢語中更具特色。為充分反映香港近年的語言運用情況，前教育統籌局於 2003 年，委託香港理工大學中文及雙語學系開展「香港小學學習字詞研究」，並依據研究成果重新編訂《香港小學學習字詞表》。
