24小时受理群众反映的非警务类投诉、求助、意见和建议。按照受理、派单、处置、反馈、审核、数据分析、考评等环节进行处置。目前，全市各县（市、区）政府、市政府各部门和有关企事业单位共计53家纳入热线服务成员单位体系。
实现三门峡12345市长热线全渠道受理（热线电话，微信，便民APP，市长信箱，短信，PC网站等）和市、县乡一体化派单体系，市直机关、区县、乡镇三级不同岗位人员可通过三门峡城市运营指挥系统实现工单流转、知识查询、绩效考核、工单质检，效能监督，数据分析展示等常用功能。
为解决基层用户政务外网上网不便的问题，开发运营指挥系统APP端，实现市直机关、一级承办、二级承办人员可通过APP完成工单签收、派发、执行、反馈等工单处理流程和在线消息沟通。
