Cannot find rules and change dif. AI

Cannot find rules and change difficulty of the AI. Game is awesome but I cannot find the rules of how things work and change the AI. Any help would be appreciated.

Dont pAy money for tthis

Easy to play. But dont expect to make progress in
the game with building the city It Will be ten times slower after the start. You get less coins for the same effort . They try to sell credits which are very expensive. BEWARE !!!
