平台通过的宣传教育、行踪申报、兴奋剂检查及日常监管等功能，利用信息化大数据的手段，推进“全覆盖、全周期、常态化、制度化”的反兴奋剂工作，落实反兴奋剂工作责任，提高兴奋剂检查效率，及时反馈反兴奋剂工作中的问题。
我们最终是要打造一个功能齐全、稳定实用、易于扩展、可操作性高的反兴奋剂学习工作平台，使“不敢用、不能用、不想要”的反兴奋剂观念深入人心，形成“一个政策、一个平台、一个体系”的江苏智慧化反兴奋剂工作新常态。
