Description
学分银行是以学分为计量单位，按照统一的标准，对学历证书和职业技能等级证书等所体现的各类学习成果进行认定与核算，具有学习成果存储、积累和转换等功能的学习激励制度和教育管理制度。
学分银行的服务对象分为机构用户和个人用户。机构用户主要包括参与“1+X”制度试点的职业院校、应用型本科高校、国家开放大学、职业教育培训评价组织及相关机构等。个人用户主要包括院校学生、社会学习者等。
学分银行提供个人学习账户和机构账户的建立与管理，个人学习成果的登记、认定、存储、积累、转换以及终身学习档案的建立、学习信息记录和学习信誉查询、学习成果相关证明等服务。机构用户基于学分银行学分，具体制订学习成果转换办法，实施有关学习成果的转换。
学分银行建设工作在国务院职业教育工作部际联席会议领导下，由教育部职业教育与成人教育司负责统筹协调管理，并接受国家职业教育指导咨询委员会的指导。
