not trying to shoot you down but if you don't know much why do you already choose the engine or the art style ?
by limit what people should use , you had already limit what type of people may help you.

or maybe by talent you simple mean you can't do a good job. if that so then you should show what you have done and see if people can improve it.

So... an ideas person, and you want someone to make you a free game.
I'm gonna be honest, you aren't really gonna find a lot of people willing to join your project. I mean, why would anyone? Not only do you not have anything to collaborate with, you are also limiting what other people can do.
I suggest you try to learn one gamedev area at least. I'd suggest writing cause it's the cheapest and most accessible area but that would imply writing is also easy, and that's far from true.

i do agree with what you say, but i do like to add on that if the ideal is really good and detail some will take/help the ideal (best e.g i can think of is one punch men, he draw like shit but people like his ideal .), but i also add that every one got ideal.

well, i will say if you just the ideal guy you should ready no one will help you simple because you don't share your ideal and you want to control what or how people do it. if you make it more like a open project and people can change or do what ever they like, then maybe people will take/help with your ideal.

no group of people will follow a ideal that they can't change the detail . in another word , no one will follow your order simply as you say you have no talent .

so if you really want your ideal to come out ,
you need to let people do what every they want.
you have to ready your ideal will change.
you have to ready that you will not be the one in control.

as there is too many ideal and too little time to make it.

Here's the only feasible route you can take to achieve your goal: Find a minimum wage job, and use the money to pay for the art and code.
It doesn't cost much to pay for the programming, for the art however, you might want to save money and buy a second hand PC with a good graphic card.
